It does look like Dem/Rep representation by district is roughly split in half for Federal employees, and rural/republican areas have a much higher percentage of employees impacted. The middle who actually vote is indifferent to Trump.
Their lives have been going to shit for the last 10-20-30 years, the last 2 aren't going to change their minds.

I think '20 will be much, much harder than '16 for democrats to do well.
