VANCOUVER - Vancouver police are investigating after separate packages containing human remains were mailed to two local schools Tuesday afternoon.

Vancouver police wouldn’t say whether the hand and foot that were mailed to the schools are linked to the case of the Luka Magnotta, arrested in connection with the murder and dismemberment of a Chinese student in Montreal.

But Montreal cops said that DNA tests would determine whether the remains belong to victim Jun Lin's, whose right hand, right foot and head are still missing.

“There is no indication any students or staff have been targeted at either school,” deputy chief Warren Lemcke told a press conference in Vancouver.

The first package, containing a human hand, was opened by a staff member at False Creek Elementary School shortly after 1 p.m. Another package, containing a human foot, was found by staff members at St. George’s School later that afternoon.

“There is no indication of an identity at this stage in the investigation,” Lemcke said.

Just hours earlier, Montreal police had warned more gruesome discoveries could be on the horizon in the Magnotta case.

Montreal investigators say several parts from Chinese student Jun Lin's dismembered body are still unaccounted for — including a hand and a foot — nearly two weeks after he was murdered.

“We have liaised with Montreal and we liaise with every other police agency that we need to in the course of the investigation,” Lemcke said.

The remains will be examined by the B.C. Coroners Service.

“We’ve called our special identification and disaster response units,” said Coroner Barb McLintock.

A janitor found Lin's torso in a suitcase on May 29, triggering an international manhunt that led to the capture in Germany of Magnotta, a former stripper and porn star.

Lin's foot was mailed to Conservative party headquarters in Ottawa, and his hand was found in a Canada Post sorting centre, destined for Liberal offices in the nation's capital.

Detectives found other body parts in the garbage outside Magnotta's apartment building, as well as inside the one-room unit.

“We're still missing the head and we've got one hand and one foot still missing at this moment,” Montreal police Cmdr. Ian Lafreniere told a news conference on Tuesday.

“So we're still missing three body parts. Were they shipped to different locations? We're working closely with the postal services to see if there could have been something shipped.”

I try not to read the news online anymore. Sometimes NYT online and NPR in the car and some local daily papers but that is it..... if you take a week or two break then come back to your normal news routine, you realize it all complete recycled shit and garbage being spewed out there, all of it......... I'm not game to that anymore. Nothing online is even written coherently. It's like they are either completely illiterate or have about 15 minutes to go from a half-assed report to final copy. It's probably a combination of the two.

What is wrong with people?! Why are we okay with this? People in cars too, they are REALLY PISSING ME OFF LATELY!! Today, this rich old guy in a Mercedes swerves into the bus lane and drops his wife off in front of the bus I was in and my bicycle was on the front and the bus driver honks at him to move and he in turn revs up the engine and throws it in reverse, slamming into the bike rack and MY BICYCLE and I shout 'What the HELL ARE YOU DOING!???' Everyone on the bus looks at me like I'm crazy, the bus driver just kind of sits there nonchalantly while the wife comes over and says 'heeey, wats yur pwaaablem!??' 'Your husband just slammed into the bus and my bike!" "No, he din't hit yur bike!" ....oh, i'm thinking, yeah, no problem, he only just slammed into the bus............. :eyes: The bus driver just seems to be spacing out by this point, and there seems to be a major lull, so I just say "whatever....let's just move this all along...." door closes life goes on. I didn't feel like ripping the guys face off and eating it..............but maybe that's just me.

Tests find only marijuana in face-chewer's system

MIAMI (AP) — Lab tests detected only marijuana in the system of a Florida man shot while chewing on another man's face, the medical examiner said Wednesday, ruling out other street drugs including the components typically found in the stimulants known as "bath salts."

There has been much speculation about what drugs, if any, would lead to the bizarre behavior that authorities said Rudy Eugene exhibited before and during the gruesome attack that left the other man horribly disfigured. A Miami police union official had suggested that Eugene, who was shot and killed by an officer, was probably under the influence of bath salts.
The Miami-Dade County Medical Examiner said in a news release that the toxicology detected marijuana, but it didn't find any other street drugs, alcohol or prescription drugs. Eugene also tested negative for adulterants commonly mixed with street drugs.

The department ruled out the most common components found in so-called bath salts, which mimic the effects of cocaine or methamphetamine and have been associated with bizarre crimes in recent months. An outside forensic toxicology lab, which took a second look at the results, also confirmed the absence of bath salts, synthetic marijuana and LSD.
Messages left with the medical examiner's office for comment were not immediately returned.

The Drug Enforcement Administration last year temporarily outlawed the possession and sale of three synthetic stimulants sometimes packaged as "bath salts." Several states have also moved to ban the drugs, often sold on the Internet and in head shops and other retail outlets. The bans don't affect the kinds of bath salts added to tubs for their fragrance and cosmetic benefits.

An expert on toxicology testing said that marijuana alone wasn't likely to cause behavior as strange as Eugene's.
"The problem today is that there is an almost an infinite number of chemical substances out there that can trigger unusual behavior," said Dr. Bruce Goldberger, Professor and Director of Toxicology at the University of Florida.

Goldberger said that the medical examiner's office in Miami is known for doing thorough work and that he's confident they and the independent lab covered as much ground as possible. But it's nearly impossible for toxicology testing to keep pace with new formulations of synthetic drugs.

"There are many of these synthetic drugs that we currently don't have the methodology to test on, and that is not the fault of the toxicology lab. The challenge today for the toxicology lab is to stay on top of these new chemicals and develop methodologies for them, but it's very difficult and very expensive." Goldberger said. "There is no one test or combination of tests that can detect every possible substance out there."

An addiction expert said she wouldn't rule out marijuana causing the agitation.
"It could have been the strain of marijuana that increases the dopamine in the brain, such as sativa," said Dr. Patricia Junquera, assistant professor at the Department of Psychiatry at the University of Miami Miller School of Medicine.
There are two strains of marijuana called sativa and indica. The sativa increases dopamine and gives you energy while decreasing pain threshold. Indica is a "sleepy high," she explained.

"People don't really know what the amount of either is in each little packet of marijuana," she explained. "And we can't differentiate between the two in the blood, much less in a dead person."

She also suggested that if Eugene had a mental disorder, "the marijuana could have increased even further the dopamine levels and aggravated the situation. So that can't be ruled out."

It's not clear what led to the May 26 attack on Ronald Poppo, a 65-year-old homeless man who remains hospitalized. Eugene's friends and family have said he was religious, not violent and that he didn't drink or do drugs harder than marijuana.
"There's no answer for it, not really," Eugene's younger brother, Marckenson Charles, said in an interview. "Anybody who knew him knows this wasn't the person we knew him to be. Whatever triggered him, there is no answer for this."

Surveillance video from a nearby building shows Eugene stripping Poppo and pummeling him, before appearing to hunch over and lie on top of him. The police officer who shot Eugene to death said he growled at the officer when he told him to stop.
Charles, Eugene's brother, said the family does not plan to pursue any legal action against the police for shooting Eugene.
"They used the force they felt was necessary, even if we don't agree with that,' he said.

He said that Eugene has been buried.

Shortly before the attack, a person driving on the MacArthur Causeway told a 911 dispatcher a "completely naked man" was on top of one of the light poles on the causeway and "acting like Tarzan." Still, police have said little about what may prompted Eugene to attack Poppo.

Poppo has undergone several surgeries and remains hospitalized. His left eye was removed, but doctors said earlier this month they were trying to find a way to restore vision in his right eye. He will need more surgeries before he can explore the options for reconstructing his face, doctors have said. A message left with the hospital was not immediately returned.

Poppo's family has said it had no contact with him for more than 30 years and thought he was dead.

Eugene's girlfriend, meanwhile, has said he never showed any signs of violence. Yovonka Bryant said she and Eugene often read the Bible and the Quran together, and often watched a religious television program in the mornings. She said she never saw Eugene drink and only saw him smoke marijuana once at a party.

A Texas man faces a felony charge after he allegedly bit, killed and ate a housemate's pet dog while high on the synthetic drug "spice."

The alleged attack is the latest in the series of violent and bizarre incidents linked to spice, which mimics the effects of marijuana, and bath salts, which mimics cocaine.

Michael Daniel, 22, allegedly smoked spice in his Waco, Texas home before he assaulted his housemates and then ran out of the house into his yard, where he began crawling around on his hands and knees. He barked and growled at a neighbor and chased him back into his home.

Daniel then allegedly took his housemate's dog, a medium-sized spaniel mix, out onto the house's porch. He allegedly beat and strangled the dog, according to Waco Police Sgt. Patrick Swanton, and then began chewing "hunks of flesh" from the animal.

Daniel's housemates called police and requested emergency assistance, saying Daniel was "going crazy." Officers arrived at the house to find Daniel sitting on the porch with "blood and fur around his mouth" and with the dead dog lying in his lap, Swanton said.

Daniel, who police say told his housemates he was "on a bad trip" just before the alleged rampage on June 14, was charged on Monday with cruelty to a non-livestock animal.

The incident in Waco follows a series of bizarre attacks by people allegedly high on synthetic drugs, including a Glendale, Calif. man striking a 77-year-old woman with a shovel last week, a homeless man eating the face off another homeless man in Miami in May, and a man in Milton, Fla. biting into the hood of a police cruiser in February.

Spice and related products have often been sold as incense in packaging that says the contents are not to be ingested, but authorities say they are frequently used by consumers to mimic the effects of marijuana and other drugs.

In a "20/20" investigation that aired in 2011, ABC News found that spice and bath salts were being sold to teenagers across the country with little to no oversight, and many of those young users were showing up at drug treatment centers.

"They think they're dying," Louisiana Poison Control Center Director Dr. Mark Ryan told ABC News. "They have extreme paranoia. They're having hallucinations. They see things, they hear things, monsters, demons, aliens."

Since then, the government has fought to block the sale and usage of synthetic drugs.

Last December, the House of Representatives voted to add 41 chemical compounds used to make spice and bath salts to Schedule I of the Controlled Substances Act, making them illegal to manufacture or dispense.

Last week, a similar bill passed the Senate that would criminalize 26 of those compounds, stripping off 15 of the 17 compounds that are used to make bath salts.

And according to authorities, manufacturers of synthetic drugs are constantly trying to develop new compounds that don't fall under the umbrella banned by state or federal law, making drugs particularly dangerous for users who don't know what they are going to get.

"When people use this, they may use it one time and the next time it's a totally different chemical substance," Swanton said.

According to Dr. Ryan, it's that lack of "quality control" that makes the drugs particularly risky, since some batches might affect the brain's chemistry at a more dangerous level.

"When someone buys these products, they don't know exactly what ingredient they may be getting and they don't know the amount of the substance that's in there," Ryan said. "So somebody may get one batch and get five mg, someone may buy the product around the corner and get 2,000 mg."
